Nope. Todd Howard confirmed it will come to PS4 eventually but focusing on XB1 1st.

Todd Howard confirmed mod support is coming to PS4 but at a much later date as they are focusing on the mod support to work with XB1 in 2016 on account of the partnership and great relationship they have had with Microsoft since the OG Xbox.

The mods? No. But I doubt they will come to PS4. It’s not that hard to get them to X1 since the X1 is running Win10.
